Various measures – like terminating visa-free travel for Israelis to Europe, imposing sanctions on Israeli settlers in the West Bank, or ceasing academic collaborations – might be implemented if a "qualified majority" – which consists of 15 out of the 27 countries representing at least 65% of the European Union’s populace – concur.
